means the intermediate product, as CCC determines produced from processing sugar beets.  Like sugar beets, it is considered an input into the production of sugar regardless of whether it is produced domestically or imported.  Domestically produced in-process beet sugar is eligible for a loan, but does not count against a processor’s marketing allocation upon sale.
