means the intermediate sugar containing product, as CCC determines, produced in the processing of sugarcane. It is not raw sugar, nor is it suitable for direct human consumption.  Domestically produced in-process cane sugar is eligible for a loan and counts against a processor’s marketing allocation upon sale
